wouldn't you burn what you ate by exercising after? or does the exercise up your metabolism so its better to eat after?

It depends, there are benefits to eating just before or after. For most people though it would be best to eat a small meal/snack before and after.

Depends on how long before, and what type of exercise. I wouldn't want to eat a full meal right before weight training, but if I'm going hiking (low-moderate cardio) then I could.

I posted a similar question a while back.
The consensus was the more important meal was after excercise, in order te give your body some fuel to recover. But don't take that as meaning you shouldn't eat before exercise. You still need energy to exercise.
